Evaluation of the Swedish International Agricultural Network Initiative (SIANI) 2009-2012

The purpose of this evaluation of Swedish International Agricultural Network Initiative (SIANI) was to draw on the experiences of the first phase to take decisions for the future activities. The evaluation method was based on the OECD standard evaluation criteria of relevance, effectiveness, impact, efficiency and sustainability according to Sida recommendations. This was complemented by the use of outcome mapping i.e. not only to assess the planned outcomes and impacts that can be attributed to the intervention, but also to look for unexpected or unintended outcomes to which SIANI may have contributed. The evaluation activities included stakeholder interviews, a stakeholder questionnaire, a SWOT analysis, documentation review and financial review. The primary stakeholders of SIANI, i.e. the SIANI Secretariat, SEI, Sida and the Advisory group, have participated in a consultative process to develop the final report and their comments have been incorporated.
